This document specifies the requirements and provides guidance for establishing, implementing, maintaining, and continually improving a Human Impact Management System (HIMS) within any organization that develops, provides, or deploys AI systems. It defines three operational frameworks — AI Labor Impact Mapping (ALIM), Human Erosion Metrics (HEM), and Ethical Deployment Thresholds (EDT) — that require organizations to map, monitor, and bound the effects of AI deployment on the humans whose roles, skills, and judgment are affected. It is designed to be implemented alongside ISO/IEC 42001, the NIST AI Risk Management Framework, and applicable regulation such as the EU AI Act, extending them into the one dimension none of them systematically require: what happens to the people.

Why HART exists

Significant progress has been made in AI risk management, regulatory compliance, and technical governance. No internationally recognized standard has systematically required organizations to measure, track, plan for, and remediate the human impacts of AI deployment on workers, roles, and organizational capability — until now.

The HART Standard is designed to complement, not replace, existing instruments such as ISO/IEC 42001, the NIST AI Risk Management Framework, and the EU AI Act. It addresses the one dimension those instruments do not: the human being on the other side of the deployment decision.

AI Labor Impact Mapping — systematically maps the effects of an AI system on human jobs, tasks, and roles before, during, and after deployment.

HEM

Human Erosion Metrics — tracks whether workers are losing skill, judgment, or meaningful engagement as AI absorbs their tasks.

Clause 8.4

EDT

Ethical Deployment Thresholds — hard, pre-established limits on what an AI system may do without human oversight or transition planning.
